Countermeasures Digestion Of LAR Class Group Events

After reforming and opening to the outside, urbanization and industrialization of our country developped rapiddly, especially in recently years, the area of land requisition in both city and suburban area is expanding. Therefore, the landless farmer groups are increasing. Although relevant resettlement setting and policy have been adjusted and changed, but still there are defects, so aboved parts of peasants’rights and interests are not in reasonable security. It is also the main reason for the high frequency of suburban landless farmers’collective incidents.This paper studied the theory source of land class group incidents, analysis under the current situation of China’s land requisition that our government to deal with the land masses event, analysis the demolition of the existing problems and the cause of the event which trigger group incidents, this paper discusses the resolution whose house is kind of group incidents countermeasures, and choose the nanjing Q area, the three representative group petitions event in the past two years (D village, J village and M fair collective appeal) for case analysis and policy suggestions. For such collective appeal event management, this paper holds that our governmwnt need to improve public choice mechanism, improve participation in the decision-making process of the disadvantaged groups; Further promote the democratization of government decision-making, improve the democratic supervision mechanism and power restriction mechanism; Improve the existing channel for interest expression. To solve the land class masses event is a comprehensive problem, we still need to protect the interests of farmers from aspects of land demolition, social security system and so on, if we solve this problem, we can promote the process of urbanization, alleviate conflicts, adjust the distribution of interests, and promote social harmony and long-term development.
