Study On Governance Of Group Events In Land Requisition And Demolition In Central County-level Cities

With the acceleration of the urbanization process,the urban space of our country continues to expand,and the urban land area also continues to expand.On the one hand,the city continues to expand capacity,and the level of urbanization continues to improve;On the other hand,there are also a lot of contradictions and disputes during the construction of urbanization,leading to a series of mass incidents.According to statistics,nearly half of the tens of thousands of mass incidents in China every year are caused by land expropriation and demolition.The occurrence of mass incidents has a great impact on social stability and normal economic development.How to manage mass incidents has always been the focus of local governments at all levels.Strengthening the analysis of the governance of these mass incidents in the modern process of promoting the national governance system and governance capacity is of great significance for improving the national governance system and governance capacity and comprehensively promoting the construction of a harmonious society.In this paper,a comprehensive literature analysis,case analysis,questionnaire investigation on T city requisition of mass incidents were analyzed,and understand the process of mass incidents happen and logic,to clarify the problems of mass incidents in governance,and puts forward corresponding policy recommendations,rich mass incidents of governance policy reserves,effectively solve the contradiction of mass incidents happen mechanism.Based on the analysis of T city,it is concluded that the current villagers do not have a deep understanding of land expropriation and demolition policies,and their satisfaction with employment,housing and life settlement is not high.Low satisfaction with the timeliness,work behavior and work transparency of government workers in the process of land acquisition and demolition is also the logical basis for the current emergence of mass disturbances.By further summarizing the case,it can be concluded that in the current management of mass incidents,there exist weak emergency treatment capacity of government departments and lack of supporting solutions.Interest appeal channels are limited,security system is absent;The compensation system is not perfect,the related system and policy lag;The public opinion guidance force is not strong,the influence is limited;The governance subject is single,the social force participation is insufficient and so on.The study believes that to effectively resolve the conflict,promoting the governance of mass incidents needs to be carried out from the following aspects:improve the emergency response mechanism of grassroots governments,and improve the disposal capacity of personnel;Improve the channel of interest expression and the safeguard system;Improve the system of compensation for land requisition and demolition,and strengthen the system reserve of group disturbance management;Strengthen public opinion control and improve public opinion guidance;Introduce social force,agitate negotiate management.The management of group disturbance events needs to understand the internal logical mechanism of land expropriation and demolition.In solving group disturbance events,it needs to comprehensively understand the demands of different groups and grasp key issues.Only by providing comprehensive solutions,unblocking the channels of individual participation and demand expression,enhancing the credibility of the government,and the guiding force and influence of public opinion can the governance of mass incidents be effectively promoted.
