Reform Of The System Of Detention

As pretrial Detention House in our country, the Detention House plays an important part of the national judicial system and the state apparatus, it also plays an important role in the process of criminal proceedings and the maintenance of social stability. The detention House conditions reflects directly the national and social-political civilization and the rule of law, the degree of civilization.2009"hide and seek event" caused great concern of the whole society on the detention House problem, but also cause further reflection of the majority of the people on the existing detention House system. This paper is divided into four parts, the first part is the introduction, the second part is a more detailed description of the existing detention center system, which includes the history of the prison system for the implementation of the theoretical basis of the detention center development, the third part is for the prison system the system design of the text analysis of its existing range of issues, and further pointed out that the reasons for the formation of the practical process. The fourth part of the proposed reform and improve the strategies and ideas of the prison system.Starting from the status of the Detention House system, we analyze its various causes, especially institutional reasons for the detention House system triggered a series of questions, put forward countermeasures and ideas to improve and solve pointed out that in the process of reform and improve the detention center system the reform should be combined with China’s national conditions, the formation of a power by restricting public security regulatory sites, the concept of protection of the rights of persons in custody, to maintain social stability and promote social harmony and gradually establish and improve the detention House system with Chinese characteristics.It is a very complex system engineering of the Detention House reforming, which involves a lot of deep-seated contradictions and problems, and to explore and try a bold reform as in the case of successful experiences and models can reference in the future, a series of supporting policies need to develop and improve relevant laws and regulations, to be addressed one by one. There is a long way to go, and its related issues which should be further study by the experts, scholars and practitioners.
