The development of the socialist market economy has driven the rapid appreciation ofthe city real estate. New socialist countryside construction constantly, urbanizationdevelopment, make urban and rural two element structure slowly disintegrate. Ruralpopulation swarms into a city in great quantities, and rural and city boundaries is blurred.Building houses on rural land circulation problems emerge in an endless stream.First ofall, along with the real estate market rise, rural collective land is rapidly warming, aroundhigh-rise building projects, housing transactions increased numbers in the circulationprocess. Various problems have emerged such as bamboo shoots after a spring rain.Secondly, the farmers go into town for work, some even buy a house in city residential. Sorural housing is idle. If like city housing transfer, such resources waste phenomenon willnot appear. The rural economy can be further activated, driving a farmer to become rich.The rural housing law in China is less and Chaos. Although in recent years manyadministrative rules and regulations, and Government regulations were introduced. In fullswing throughout the pilot, rural housing plight has improved. But overall there are poorsystem and low effectiveness.
