In modern political science, participation in political affair is the fundamentalhuman right and plays a decisive role in the process of generating common culture, and cultivation of democratic politices. The report of the18th party of CCP has statedthat it is priory to promote the reform of political system in favor of implementcomprehensive reform strategy.Since1980s, increasing of farmers looked for oppournities in urban areas insteadof worked in agriculture, because of the excessive labor surplus in rural areas, simultaneously cities development would provide numerous of jobs and positions. This kind of people, in a long period, become to be a new group, the migrant workers. Not only the economic but also their political lives of them have raised theconcentration of society. Although migrant works have strong willingness toparticipate in political affairs, they at present stage have little chance to do so.Generally, education, political and registration system, and economy served as mainreasons. In my dissertation, I analyzed this social phenomenon based on my personalresearch of migrant workers in Guiyang. I concluded reason leading to only lessmigrant workers play active roles in political events in the view of legal system, economic development and the limitation of registration. I offer some potentialadvices to improve this problem at the second part of my dissertation.
