Research On The Political Participation Problems Of Chinese Migrant Workers In The Perspective Of Political Exclusion

Since the reforming and the opening up，urbanization has been accelerating，moreand more peasants come to urban areas to make a living by working at factories. Thegroup of migrant workers has become bigger and bigger. They has developed their owninterests and turned into a special community between urban-rural binary society. Themigrant workers contribute a lot to the cities，but they are not treated as they should be.There are many problems and difficulties in front of them. In the area of politics, themajor problem is the level of their political participation is too low. Both the proportionand the quality of participation are not satisfactory, and on the other hand, the number ofnon-institutionalized participation has increased at a rapid speed.Political exclusion is a new theory of the study on the vulnerable groups. It meansa state that some people don’t get political resources fairly, can’t participate in the mainpolitical life, have low political positions, and their political rights are not guaranteedvery well. Political exclusion relates to the occurrence of the political participationproblems. The latter is the satellite phenomenon of the former.Therefore, this paper treats the problem and its manifestations of migrant workers’political participation.Then, treat the relationship between political exclusion and political participationproblems，analyze the causes and the hazards of the low level of migrant workers’political participation in the perspective of political exclusion. External environmentexclusion including institutional and social structure exclusion, and subject exclusion including subject psychological repellence and function exclusion which interlaced withthe other, lead to the problem together. On the other side，the low level of politicalparticipation strengthens the political exclusion and causes other social problems as well.These two forming a vicious circle, have very bad influences, harm the political stability,social justice and social harmony. This paper also tries to raise the train of thoughts andsuggestions of via anti-political exclusion solving the political participation problems.One is to improve the external environment of migrant workers’ political participation,promoting institutional innovation, opening up the urban political systems,strengthening organizational constructions and the media functions to provide moreapproaches. At the same time, dispelling the subject limitations，such as upgrading thedegree of migrant workers’ identity, enhancing their motion as well as their ability ofpolitical participation,is important, too. We should improve the political state ofmigrant workers, promote the advance in their political participation through all kindsof efforts we could do.
