The Research Of Executive Body’s Affect To Chinese County Government Execution

In recent years, in the field of our country’s social and public management, large tosuch as traffic accidents or accidents or food safety accidents, small to such as lawenforcement or collect fees in disorder or random occupation of land about many viciousincidents, show the Chinese government on the execution of obvious shortage and gap.Especially the government at the county level, as the recent distance from the people tothe government organization, is the most direct and important link to carry out nationalpolicies, if something goes wrong on the execution at the county level, there will beextremely negative and bad influence in the people to the country and the government.Therefore, to in-depth analysis on the main problems combined with the actual during theimplementation of the government at the county level, and to explore effective measuresto improve execution are of great significance.This article is divided into five parts: the first part is the introduction, the second isexecution related theoretical analysis and the significance, the third is the importanceanalysis and the main quality and ability of executive main body, the fourth is the researchof the current situation and the influence of the execution body by the government at thecounty level, the fifth is countermeasures for the executive body optimization affecting topromote the county government execution.This paper argues that: if the study on how to strengthen and improve theconstruction of county-level government execution is the "face" of the governmentexecution study, then studying from the executive body which is the most key elements ofthe county-level government execution, is to introduce the "face" to the more specific"points". Based on this idea, therefore, this paper, through literature retrieval, theoreticalreference and methods of comparative analysis, discusses on the following aspects: Deepmining the main performance and reasons of low execution in the government at thecounty level from the perspective of executive main body, the significant impact ofexecutive main body quality and ability by the county-level government execution, theconnotation and the main quality and ability of executive main body, the influence of the county-level government executive ability construction by the executive main body, theimportant connection between optimizing the executive main body and improving thecounty-level government execution, the countermeasures starting from improving theoverall level of executive main body for the construction of the county-level governmentexecution.
