The Study On The Problems And Countermeasures Of Administrative Expenses In Hebei Province

With the implementation of reforming and opening,Chinese government spending inproportion of administration expenditure is increasing every year.The huge administrativeexpenses not only increased the financial burden,and affect the government’s administrativeefficiency.Duo to rapid expansion of administrative expenses,and increase too much,lead tothe proportion that administrative expenses account for the total expenditure annuallyincrease,lead to misappropriate funds, impact on investment in other expenses,suchas,education,health,etc,finally,impact to the balanced development of the social economy.My paper mainly researches the Hebei Province, through the analysis of the presentsituation of the administrative expenses in Hebei Province, and aims to explore a reasonablesize of China’s administrative expenses, at the same time, find the strategies that promote theadministrative expenditure efficiency in Hebei Province.Administrative costs is too expensive,there are much waste of money to spend to theadministrative,there is a luxury trend in Administrative office hardware in recent years,thephenomenon of the public car be used for personal is universal,there are contradictionsbetween these issues and China’s resource-saving society.Firstly,this article expounds the article topic research background and researchsignificance. Through the understanding of the current research of administrative expenditureand contrast, we had a deeper understanding at the researching methods and researching ideasof the administrative expenditure. In the second and third chapters on the meaning anddefining the standard of the administrative expenditure, we summarized the scholars and thecharacteristics of the administrative expenditure. The fourth chapter of the paper carried onthe statistical analysis and research. Through the statistical analysis and the theory and effectanalysis of the administrative expenditure in Hebei Province, we had an overall understandingof it. Through these, in chapter six, we put forward the consideration of the factorsinfluencing administrative expenditure of Hebei Province. The main cause of theadministrative expenditure scale are discussed in this paper. In the seventh chapter, the article takes the various factorsinfluencing the administrative expenditure into consideration. It aims to find out severalprimary factors that affects administrative expenditure scale of Hebei Province through theanalysis of administrative expenses account，and on the basis of absorbing successfulexperiences of how to control administrative expenditure scale which are suitable to ourprovince and aims to solve effectively some problems existing in administrative expenditurethat our country faces at present.
