The city named DU YUN is located in thesouthwest mountain area in GUIZHOU province, the social economic is underdevelopment, in those years, secondary and tertiary industry continuous development;it is offer precondition for transfer the surplus rural labor force, the right for the landcirculation can also improve in this city. But in the process of the right landcirculation, exposed some problems will restricting transfer and efficiency gradually.These problems exist in the imperfect legislation, legacy drawbacks of the right forland circulation and many aspects about the structure of the rural population. Basedon data by using field research method of the Feng Huang village, Huang Ying villageand Pai tian village, to analysis and propose corresponding countermeasures aboutright for land circulation in DU YUN city and designed to provide a theoretical basisto improve the right for land circulation of DU YUN city.This paper can be divided into five parts. The first parts is introduction, it is abackground of articles research, the definition of related concepts, the domesticpresent status and the research methods and content. The second part shows analysisthe status about transfer right for land circulation of DU YUN city, mainly expoundsthe development for transfer of right for land circulation as well as analysis the statusand tendency of DU YUN city. The third part is to analysis the significance and majorissues in the right for land circulation. Proposed there are three main points in DUYUN economic development: first, can defectively stop the waste of land, improvethe utilization of land; second, effective to promote the development of agricultural and regulation the structure in rural areas industrial; third, speed up the process ofurbanization, promote the constriction of the main functional areas in the middle ofthe GUI ZHOU province. It also summary five main problem of right for landcirculation in DU YUN city: first, the scattered fields restricted the scale of landcirculation. The second is the differences in the standardization of the circulationincrease the risks. Third, the limitation of transfer objects restricting the developmentof agricultural industrialization. Fourth, the demographic factors affect the efficiencyof the circulation; the last problem is the use purpose of circulation was non-food. Thefourth part is to anlysis the influence factors for right of land circulation in DU YUNcity and put forward five factors restricted of the status of DU YUN: first is thecurrent land property rights system; Second is the absence of the current rural socialsecurity system; Third is land quality and geographic location; Fourth is finely andland circulation mechanism is lacking; Fifith is to retain the right to the contractedmanagement of land is not rationality. The last part will give counter plan for how toimprove the right of land circulation. Counter plan can be divided into two aspects, onthe one hand is to adjustment of the national macro policies, regulations and complete,proposed to amend the unreasonable legal regulation, build a new type rural socialsecurity system as soon as possible; at last, the centre for the right of land circulationneeds to follow the principl. The legal regulating of the first revision is not reasonable,and then to build a new type of rural social security system as soon as possible, in thefinal right to the contracted management of land circulation must follow the principleof necessary. On the other hand is to combination with the practical situation ofDuYun city, puts forward other measures, mainly include four points: one is toinnovate for land circulation mechanism in the region; Two is to accelerate theconstruction of small towns, promote transfer of rural surplus labor rapidly; three isto increase the development of non-agricultural industries in rural areas; Four is totake advantage of legislation in national regions, strengthening the functions of thegovernment.
