Recently,most of researchers only focus on foreign systems theoretical research inthe field of administrative. They always imitate Western government managementmodels. Ignored the specific circumstances of our country,the rich history ofexperience can give us to provide a reference.China,as a ancient civilization with thousands of years history,has its own uniqueculture and traditions. The huge differences in Eastern and Western cultures will leadus to the inevitable failure,if we always imitate Western government managementmodel.
