It has been going on for more than a decade since the16th National Congress ofthe Communist Party of China first formally proposed "to strengthen the party’s abilityto govern", theoretical research continues to develop in depth in the past10years. Theparty’s ability to govern is related to the stability of the state,strengthen the party’sability to govern is a systematic project as well as a long-term task. In recent years,theparty’s governing environment has changed a lot,the changing domestic andinternational environment has brought new challenges to the party’s ability togovern.Depth study of the party’s ability to govern is of great significance to grasp thediscipline and steady ruling position.This article selected Suzhou which has rapideconomic and social development to be the case, examines Suzhou about periods ofdevelopment and status of strengthen the party’s ability to govern, then summed up theexperience of strengthening governance capacity include cadres, institutionalmechanisms, as well as grass-roots party building, and pointed out its problems andanalyze the reasons,thinks the root of the problem is the changes about governingenvironment,the limits of conception and the imperfect system,finally explore ways ofstrengthening the party’s ability to govern and give some theoretical thinking.
