Food safety has always been the most important issue concerned by humanbeings since the early days of the civilized society. In China, the food industry hasobtained a unprecedented development with annual average of over10%and becomethe first pillar industry of the economy with the implement of reform and opening-uppolicy, especially in the last decade of the20th century. With the thrive developmentof the food industry, there followed a concentrated outbreak of food safety events. In2008, the outbreak of the melamine event directly contributed to the newdevelopment of the legislation of food safety in our country. On June1,2009, FoodSafety Law of the People’s Republic of China (hereinafter referred to as the "foodsafety law") formally implemented, in the past three years, Chinese food safety workhas obtained a remarkable result, at present, our country has basically established thefood law system composed by food safety law, the other relevant statutes andregulations, set up a regulatory institution system consisted of Food SafetyCommission and other supervision departments, constitute a food safety standardsystem made up by the national standards, local standards and enterprise standards,build a legal liability system composed by civil liability, administrative liability andcriminal liability.Nevertheless, the food safety situation in our country is still so grim that weshould take measures to improve it. The government alone "guide" of food safetyregulation has been facing real challenges. So we must build up the society widelyparticipation and set up a multiple security system in food safety. Through theunderstanding of food safety guarantee scientific connotation, with the analysis of thestatus quo of food safety guarantee system in our country and the inspection ofEuropean Union, the United States, Japan’s experience in food safety guaranteesystem, China should shift to the model of "regulation beforehand" by revising the"food safety law", establishing "customer center" concept, futher integrating thegovernment regulation system, improving the food safety information supply system,setting up enterprise management system, improving food safety supervision system,and with the help of legal responsibility,so as to promote the level of food safetymanagement.
