Research On University Student Village Official Plan In China

The university student village official plan has been implemented for a dozen ofyears, which provided talent protection and intellectual support for the construction ofChina’s new countryside, efficiently prompted the overall economical and socialdevelopment of China’s countryside, and facilitated the procedure of its construction. Atthe same time, to some degree, this project alleviated the severe employment pressure, andwidened the employment channels of college graduates. Over more than ten years ofdevelopment, related systems of the university student village officials plan has beengreatly improved, and its positive role is also growing, but there are still many problems inthe actual implementation of the plan, which to a certain extent, restrict the smoothimplementation of the plan. For those problems appeared in the process of implementinguniversity student village officials plan, we should solve in the development, neither giveup easily, nor be blindly optimistic. In a new starting point, we need to take history as amirror, comprehensively and objectively review and analyze of university student villageofficial plan’s achievements and old left problems during the past ten years, find newproblems, and actively seek solutions of them, continue to implement this plan, and makeit play a bigger role.This paper is divided into five chapters. The first chapter is an introduction thatmainly introduces the research background, research significance, research progress andachievements at home and abroad, research framework and research methods. The secondchapter is a summary of relevant theories about university student village officials planincluding two parts. The one is an introduction to relevant policies and reviews thedevelopment of the plan. The other is an analysis of connotation and conception ofuniversity student village officials. Meanwhile, it classifies the university student villageofficials according to their performances. The third chapter shows several evaluations ofthe project, analyses the background of its implement and states the backgrounds ofpolicies, theories and realities in details. The fourth chapter summarizes the achievementsin aspect of institutional guarantee. At the same time, it introduces and affirms the achievements of the project in accordance with the requirements of new socialist rural areaconstruction, and sums up the experience. Based on affirmation of the progress andintegrating the realities of the little village officials, the last chapter summarizes andanalyses old and new problems emerged in the process of its enforcement, which aims atsuiting our methods to the situation and finding out the countermeasures to promote theuniversity student village officials plan and make it go on smoothly.
