Study On The Local Government Competition In The New Urbanization Process Of Hebei Province

As the deepening of the globalization and sustained economic growth, China isgradually growing into a highly the economic power which attracts more and more world’sattention. And the development of the new urbanization will be one important motivationwhich can promote economic growth fast. Accelerating new urbanization is one of theimportant contents during Twelfth Five-Year Plan in China. It will avail againstadjustment of economic structure, transformation of development mode and the elevationof national income. The local government is the real executor, organizer and promoter.With the rapid development of our country’s economy and society, the local governmentcompetition is growing in intensity. Its competition can have direct influence on thedevelopment speed and quality of the new urbanization.With the execution of the twelfth five-year plan and the draft of the economic andpowerful province and the harmonious Hebei province of Hebei province, as the big coastalprovince in the east of China, Hebei province’s urbanization also has got some achievements.But as the local government competition is growing in intensity during the new urbanizationprocess, some problems of the local government have appeared: blind GDP competition,duplication of infrastructure, disorderly competition, local protectionism, intensify the dualstructure in urban and rural economy, ecological environmental pollution, etc.How to regulate the behavior of the local government competition? How to maketheir administrative according to the law? How to accelerate new urbanization to make theurban more strong and prosperous, more civilized and orderly becoming the ideal place ofliving? For these purposes, this dissertation uses Literature analysis and Empirical analysistaking Hebei as the starting point to conduct a review of the literature, introduction of thetheory, analysis of the cause and countermeasures. All of these will provide valuablereference in order to standardize local government competition behavior and acceleratespeed and quality of the new urbanization.
