cooperation has found that under the influence of the market economy,local governments seek economic interests for their own jurisdictions,and local government relations are mostly dominated by competition.Cooperation is often difficult to pay attention to.Nowadays,urban development modes such as urban agglomerations and metropolitan areas are becoming more and more mature,and countries are committed to integrating urban resources and promoting regional coordinated development.In this process,the horizontal intergovernmental relations under administrative barriers need more and more people's attention.Local governments seek development for the regional economy,and the subjective willingness to seek cooperation should be taken seriously.The existing urban metropolitan area in China is built by the municipality directly under the central government,the provincial capital and its neighboring cities.The number of cities included in the city is large,and the level of local government involved is obvious.The intergovernmental relationship shows an intricate development trend.The Beijing-Tianjin-Hebei region covers as many as 13 cities,and the level of local government involved is very different.It includes the capital of the country's political and economic center,Beijing,the municipality of Tianjin,and the provincial capital Shijiazhuang and the ordinary land like Zhangjiakou and Chengde City.The administrative bodies in the region have great gaps in terms of administrative level,economic development level,industrial structure system,public service quality,ecological civilization construction,and transportation integration.The structure of the Beijing-Tianjin-Hebei metropolitan area is extremely typical.From the perspective of enriching the strength of the study of intergovernmental cooperation,it has certain research value.After several years of economic cooperation and industrial integration,the Beijing-Tianjin-Hebei region has achieved initial success.However,local governments still have major problems in terms of cooperation willingness,taxation game and interest coordination mechanism,which seriously affect the stable development of the regional economy.The first two chapters of this paper summarize the supportive policies and planning opinions of the Beijing-Tianjin-Hebei regional coordinated development in recent years,emphasizing the important position of the Beijing-Tianjin-Hebei urban agglomeration in China's economic development strategy,clarifying the research background and significance of this paper,and expounding The research ideas and methods of this paper.Based on the domestic and foreign scholars' summary of the research results of urban agglomeration and local government relations,the related concepts of regional cooperative development are defined in relevant concepts,and the theoretical basis is based on the understanding of inter-governmental cooperation theory,synergy theory and game theory.And cognition,to guide the research and analysis of the main subject of the article.The third chapter begins to enter the text analysis.Firstly,it analyzes the cooperation motivation of local governments in the process of coordinated development of Beijing-Tianjin-Hebei region from the aspects of top-level design,internal development demand and ecological environment governance:summarizing and summarizing the national promotion of cooperation between local governments in Beijing,Tianjin and Hebei.Policy support;the regional economy developed by the urban agglomeration model through data clearly plays a pivotal role in the development of China's national economy;as the air quality in the Beijing-Tianjin-Hebei region continues to deteriorate,the ecological environment governance is urgently needed to be managed by local governments in the region.From these three levels,whether it is internal demand or external assistance,local government cooperation in the Beijing-Tianjin-Hebei region is imperative and should always maintain a high standard.In addition to analyzing the cooperation dynamics,the third chapter also analyzes the resistance and obstacles encountered in the cooperation:this paper believes that the deep-rooted reason for the low degree of coordinated development of the Beijing-Tianjin-Hebei region is due to the subjective willingness of the Beijing-Tianjin-Hebei government.Insufficient,long-standing government officials' promotion of tournaments and tax sharing have reduced expected returns.Excessive transaction costs have made local governments more willing to consolidate development results within their own jurisdictions,and are reluctant to carry out inter-regional industrial transfers or structural adjustments;In the process of local government cooperation,it is easy to produce game behavior and fall into the "prisoner's dilemma",but this dilemma can be developed into a dynamic balance through multiple developments.This paper concludes with a summary of this benign game between regions at the end of Chapter 3.The fourth chapter summarizes the experience of the construction of the metropolitan area in the United States and Japan,and proposes policy recommendations for the construction of special management zones or institutions and the improvement of laws and regulations during the coordinated development of the Beijing-Tianjin-Hebei region.The fifth chapter combines the analysis of the third chapter of cooperation motivation and resistance,focusing on the top-level system design,the local cooperation willingness to raise the countermeasures and suggestions for coordinating the cooperation between the local government and the Beijing-Tianjin-Hebei local government,and solving the problem from the concept of establishing and creating the system.Game dilemma.Based on the above research ideas,this paper systematically analyzes the cooperation between local governments in the process of
