With the development of the times, social management is no longer a strange noun. Especially since the Sixteenth National Congress, to strengthen and innovating social management is Chinese government’s important concept of governance and an important basis for the development of making guidelines and policies. With the development of social management practice, we need systematic and scientific social management theory to guide the practice. At present, our country is in the key period of social transformation, strengthening the theoretical research on social management thoughts can help us understand and solve various contradictions and problems of current society, in order to promote social stability and harmony.The paper analyses the social management thoughts since the Sixteenth National Congress. The social management thoughts are gradually formed and developed on the basis of the previous researches of social management ideas and show the new features in the new period.
