Post-Cold War Regional Organizations Of Humanitarian Intervention

Humanitarian intervention existing in international politics has been in dispute for along time. Since the end of the Cold War, the phenomena of humanitarian interventionhave increased significantly and tended to reflect a new feature: regionalorganizations have been increasingly involved in and even dominated the action ofhumanitarian intervention. There are a great number of researches about humanitarianintervention around the academic circles. But researches about the humanitarianintervention of regional organizations have not been systematic and thorough enough.The beginning part of the article makes brief introductions about humanitarianintervention and the related concepts. The following parts elaborate the facts,background and features of humanitarian intervention of regional organizations.Through researching into the evolution of the attitude of ASEAN southeasternregional organizations toward humanitarian intervention and their practical actions,this article believes that normative factors and functional factors of regionalorganization jointly affect its behaviors of humanitarian intervention. Compared withthe humanitarian intervention of United Nation and other countries, the advantage ofregional organization relies on its higher efficiency and stronger validity. Besides,humanitarian interventions of regional organizations have superiority in culturalorigin and geographical propinquity. At the same time, the disadvantage of regionalorganizations on humanitarian intervention should not be ignored. The features ofhumanitarian intervention of each regional organization created by theirdevelopmental asynchronies require us to analyze case by case. From the perspectiveof authorization and action, how to deal with the relation between regionalorganizations and United Nation is a big issue. This article advocates that the regionalorganization plays a more and more important role in humanitarian disaster. And it isa proper way for regional organizations to cooperate with Unite Nations.
