Letters and visits system, as a kind of special relief channel, emerges in the contemporary China. It is not firstly established by the Communist Party. Both the ancient China and each period of foreign countries have founded the regulation similar with the letters and visits system which has the function of building a stable and harmonious society in their own periods. It is a process of the cultural heritage and development. Since the foundation of new China, it has different historic features in each period. However, it also creates a higher volume of letters and visits. Under such a situation, Chinese letters and visits system plays an important role in reducing pressure. Therefore, only through correctly understanding the function of letters and visits system and promptly adjusting it can this system achieve a better effect in each period. It is also the purpose of this paper. That is, through the reform on the letters and visits system, it can be more applicable for dealing with the new problems produced in the new social situation of current’China. By writing this paper, objectively, it is hoped that it could make a bit contribution to the development of the letters and visits system. In the subjective view, I hope that I could learn more specific relevant letters and visits knowledge and cover my shortage in the writing course. The paper includes three parts that are introduction, main body and conclusion.In Chapter one of this paper, it firstly introduces the basic theory of letters and visits system. It respectively analyzes the source of the letters and visits system, its development process and variations from the perspectives of the connotation of letters and visits system, the historical evolution and functional orientation.The concept of letters and visits can be divided into broad sense and narrow sense. This paper focuses on the letters and visits concept in the broad sense. In other words, it is a kind of way people applies to communicate with the state to protect their rights. The property of the letters and visits system is to guarantee that people have such a kind of communication channel for right protection and requirement on the justice. In the long history of Chinese, the letters and visits system has appeared in the slave society. It was widely utilized in the Southern and Northern Dynasties. In Tang and Song Dynasties, an institution was particularly founded to take charge of the letters and visits. In Ming Dynasty, the content relevant to the letters and visits was written into the law, becoming stricter. Till the foundation of new China, to listen to more opinions and suggestion of masses, the Communist Party has encouraged people to propose their ideas to the state agencies through writing the letter and visit. However, during10years of the Great Cultural Revolution of China, it became sluggish. Until the period of the reform and opening up, to rehabilitate the unjust cases and handle the social problems in the revolution period, the letters and visits system was put forward again.Chapter two is to firstly summarize features of the current letters and visits system of China. It respectively makes the analysis on different features from the theoretical research and practical operation. Besides, it lays the emphasis on interpreting troubles that the current letters and visits system of China encounters, including the high volume of the current letters and visits, the factors affecting the environment of the letters and visits as well as different features and causes bringing about different problems of letters and visits.The current letters and visits system has the defects, such as the orientation contradiction, the problem of the acceptance of letters and visits regardless of the limitation of the ability of the letters and visits system as well as the violation of the original intention of the letters and visits system. There are a large number of letters and visits institutions which are also complicated. Each department has its own room for letters and visits. It is hard to carry out the management and work. The procedure of the letters and visits is not sound, lack of the correct transaction rule and unified&specific regulation which makes the letters and visits system informal. Also, the current letters and visits problem is equipped with quite strong era characteristics. For the letters and visits under the imbalance benefit distribution, it causes the problem due to the imbalance benefits in the rapid economic development. For the letters and visits brought by the imbalance of the policy implementation, the problem is caused due to the imbalance produced by varying with each individual and thing while a few regions implement the policies. What’s more, there are the letters and visits problems caused by the restless individual mind and discontent.Based on theories and backgrounds of above two parts, the key point of this writing is demonstrated. That is, the path of Chinese letters and visits system reform. Meanwhile, it proposes some reform directions and the specific methods. Firstly, the law of the letters and visits is formulated to make the letters and visits system legal. It will not be discriminated by people, like the regulation. Secondly, the accountability system of the letters and visits staff should be perfected. The normative letters and visits team can make the letters and visits more fair and convincing. Thirdly, the reform and clarity of the letters and visits institution can let the complainant more clearly understand which department they should choose to reflect their problems. In this way, the problem can be effectively solved. Finally, the electric reflection system and the grass-roots letters and visits system should be established. Chinese government has required the open and informationization of the government affairs. It asks to put the letters and visits problems on the Internet to solve the problem at home, which is more convenient for people. While the gross-roots letters and visits are built, the problem can be solved locally to save the unnecessary link.The final chapter is to draw a conclusion on the whole argumentation. For the reform of Chinese letters and visits system, we should keep on. In terms of new problem of different periods, the reform should be conducted promptly and effectively. It should be powerful.
