China’s increasing relevance in Latin America as it is in the rest of the world, has aroused a concern about being perceived as a threat. The administration of Hu Jintao paid attention to this concern, simultaneously paid also attention to the term that Joseph Nye:’soft power’ that the US possess. In China, Nye’s works were widely discussed, and there was an excitement since’ soft power’might be the precise approach for China to disperse the concerns of being a threat. With the release of China’s policy paper for Latin America, China let the world know of its intentions in directing its foreign policy towards the region.Therefore the discussion of this paper are the characteristics, and the sources of China’s soft power in Latin America; and how really "soft" can be considered? Or is it Nye’s definition arbitrary on the case of China?; How relevant has been for China the use of its soft power to gain influence in Latin America? How is China using its soft power with its capabilities reinforced with its foreign policy instruments-such as public diplomacy- to gain influence in Latin America? For answering the question related to the measurement of China’s soft power, the paper includes a section on perceptions and impressions on China, from Latin American perspectives.
