Local Government Social Regulation Studies

Government regulation includes economic regulation and social regulation.Inrecent years the western developed countries in the relaxation of economic regulationand social regulation gradually fall in the strengthening trend. After thirty years ofrapid development, China’s economy have gained the success that attract worldwideattention. But at the same time, the problem of social regulation in China often occur.For example, environmental damage problems,food and drug safety,productionsafety problems, health problems, etc. The areas of social regulation of public eventshave been shocked degree. Thus, many economists believe in the increasing thedegree of market, social regulation needs to be strengthen. Since the sixteen session ofthe National People’s Congress, China’s increase emphasis on the problems in thefield of social regulation. The local government is the direct management andsupervisor play a decisive role in the field of social regulation. Thus, the study oflocal government social regulation is of great theoretical and practical significance.Foreign scholars have made a lot of theoretical research achievements in the fieldof social regulation. Chinese scholars not only introduce social regulation theory andexperience but also develop a lot of Chinese characteristics. But the theory of socialregulation is scattered, lacking of integration and study on the local level ofgovernment social regulation. Combining the current situation of social regulation oflocal government in China,this paper attempts to put forward some reasonablesuggestions,with integrating the theory and experience of domestic and foreignscholars.This paper is divided into seven chapters.The first chapter mainly elaborates thebackground and significance of the topic and the domestic and foreign researchsituation about local government social regulation as well as the research method andinnovation point.The second chapter describes the concept of local government, socialregulation and economic regulation and illustrates the theoretical basis of theexternality theory, internal theory, asymmetric information theory, the capture theoryof regulation. The third chapter discusses the necessity of social regulation of local government in china. This chapter includes the inevitable requirement of promotingthe transformation of local government functions to enhance the credibility of localgovernment and to promote the construction of service-oriented government, toaccelerate the construction of resource-saving, environment-friendly society, topromote the construction of the socialist harmonious society. The fourth chapterintroduces the status of social regulation of local government in China, including theoperation status of local government social regulation in China and China’s localgovernment social regulation of the status of construction. The fifth chapter discussesand analysis of social regulation of local government in China problems. Invalidinclude local government social regulation system construction obviously lag behind,the local government social regulation.
