Study On Duty Performance Of County Government In Fruit-trees Technical Extension

According to FAO statistics, in2010, China’s fruit growing area is10,121,100hectares, annual production is80.646million tons, accounted for19.70%and16.02%of the world’s, both ranking the first in the world. So, China’s production of fruits plays an important role in the world and China’s agriculture. Fruit tree’s planting needs the support of advanced technology, and through fruit-trees technical extension, farmers master advanced technology and apply it to the production of fruit trees, this is an important foundation that the advanced technology transforms into productive forces. Fruit-trees technical extension is an important carrier of the strategy of developing agriculture by relying on science and education. In China’s administrative system, the county government is in fundamental position; it directly manages and guides the county fruit production. Therefore we ought to pay attention to the role of county government to improve the level of the promotion of fruit-trees technical extension.On the basis of the results to learn from other scholars, propose seven functions should be performed by county governments in the fruit-trees technical extension, they are the function of policy-making, supplying of free fruit-trees technical extension service, establishing and improving the institutions, human and financial support, supervision, supplying service and cooperation with other main bodies and establishing the feedback mechanism of farmers’ science and technology demand. Based on the above functions, this paper takes Xingtai county government as a case, collect large amounts of data through field research to analyze the status quo of the function performance of Xingtai county government. Although Xingtai county government has made a series of achievements, there is still a series of problems such as the grass-roots forestry extensional institution-building is good, the financial support is inadequate, personnel allocation is not rational and so on. Various factors lead to the problems, for example, thought understanding is not correct, evaluation index is not reasonable, extensional mechanism is not perfect and the lack of regulation.
