A Research On China’s Problems And Counter-Measures Of Administration Practice In County-Level Government Establishment

Reinforcing administration of establishments is the prerequisite for Party and government institutions to scientifically execute their duty. It is also the necessary supplement for a law-based administration of government. The improvement of efficiency and efficacy of administration and the reduction of administrative cost rest with it. County-Level Government is China’s Grass-root Government and implements various policies established by central and local governments. The reinforcement of County-Level Government Establishment Administration is the groundwork to consolidate the Party’s leading position and to improve local construction. It is theoretically and practically meaningful for County-Level Government Establishment Administration to research China’s Establishment Administration situation. The research topic of this paper is County-Level Government Establishment Administration. Based on the individual case "Region A", this paper investigates and surveys the administration of Region A’s establishment. On the basis of relevant theoretical analysis of establishment, the paper states the status quo of Region A’s establishment administration, the establishment reformation, and its results. The author finds out the problems and deficiencies of establishment administration and thoroughly analyzes the primary causes of the problems of Region A’s establishment administration. The author uses the advanced experience of domestic and foreign establishment administration for reference and puts forward countermeasures to these problems according to the practical situation. The author hopes to effect a permanent cure to the problems in China’s establishment administration, to provide administrators with new thoughts, new methods, and new content. The author also hopes to optimize the administration system, expedite the operation, and normalize the regulation of establishment.The first part is Introduction. The literature review summarizes and analyzes domestic and foreign establishment administration research and the meaning of writing this paper.The second part states the definition of the basic concept and relevant theoretical foundation of County-Level Government Establishment. From the perspectives of Public Choice Theory, The New Public Administration Theory, Parkinson’s Law, and Legal Theories, this part is aimed at finding out the implication of relevant establishment administration.The third part analyzes the status quo, practice, and results of Region A’s government establishment administration. This part also summarizes and analyzes China’s Establishment Administration Regulations. Besides, this part puts an emphasis on finding establishment administration problems from allocation of functions, setting of organizations, allocation of establishment, and approaches of establishment administration.The fourth part thoroughly analyzes the problems and the causes in the process of establishment administration. It generalizes the problems in government establishment administration. First, the weak sense of establishment administration and the substantial amount of interference factors constitute ideological causes. Second, establishment is lacking in self-construction; the establishment regulations are imperfect. The present establishment administration is short of Establishment Administrative Law and defective in the building of punitive laws, thus making the detailed administration hard to depend on laws and regulation. Third, the causes can be found through the discordance between different departments and the incompleteness of supervision and assessment system.The fifth part concludes the countermeasures to improve Region A’s establishment administration:first, strengthen establishment administration consciousness and legal construction; second, clarify the responsibility of government and clarify the responsibility of government; third, enhance establishment administration and regulation and improve administration standard; fourth, fortify regulations and innovate methods of establishment administration; fifth, intensify the power of supervision and inspection as well as enhancing the supervision and inspection system.
