The Electoral College is a unique form of the U.S. presidential election. It plays an important role in the U.S presidential election.The U.S presidential election adopts the Electoral College manner, which is the indirect election. U.S Federal Constitution, Article2, paragraph1,2Provision:States should be required in accordance with the state legislature, send certain electoral, which number should be equal to the total number of Senators and Representatives should be entitled to send to Congress with the state. But Senator, Congressman, and people under the United States by the pension office shall not be appointed as an Elector. That is voters must elect electoral before the electors vote for the President of the Electoral College. The Electoral College is a compromise choice program by the Framers. It has played an important role in the200years of the U.S presidential election process.It overall worked well in this period, and the convergence of systems went appropriate. It formed a mature system of electoral mechanisms in the long process of practice. But the2000presidential election to have a majority of the popular vote A1Gore lost to George W. Bush, this "Minority president" phenomenon makes people profound thinking again.The Electoral College system has an important role in the maintenance of the stability of the Federation, to achieve equality and unity between the large states and small states. It is the cornerstone of the American two-party political, and it’s very important for the American Councils smooth and the consolidation of the two-party system. But the Electoral College system also exist some defects and shortcomings which are contrary to the democratic ideals. Such as the "winner takes all" system itself makes the presence of a certain percentage of invalid votes, which ignore the voices of minority voters. It’s also an important cause of the low turnout of the U.S presidential election voter. The Electoral College system makes some small parties simply can not have their own representatives in Congress and the presidential election.Therefore, the Electoral College system has been surrounded by controversy, has been roused the different voices of supporters and opponents. Scholars who advocate reform of the Electoral College have put forward several options:1. Abolition of the Electoral College system, and adopt the direct presidential elections;2.Proportional allocation of electoral votes according to the popular vote;3. Allocation of electoral votes according to congressional districts. The author recommends congressional district elections. If a candidate in a statewide majority of the popular vote but ultimately electoral votes less than his or her rival, the constituency whether abuse programs should be initiated investigation procedures, the results of the election can excluding re-vote. Meanwhile, the election is not the only way that people participate in politics. People can also seek for interest groups and other ways to make their own demands to be reflected.
