Study Of Contemporary Chinese Rural Electoral System

The current status of China's village elections is controversial. However, the accelerating process of urbanization from the political, economic, social, cultural and other aspects bring the traditional rural areas great impactation. Order of the original village has been broken, and the new rural order is absence. Things above result in increasingly acute social conflicts in rural areas. Therefore, village elections costs increase in the complex environment. Its outstanding performance is the result of village elections for the fuse causing the group events, collective petitions, etc. have adverse effects on non-state forms of democracy. It become a major social issue in transition period. So, where the village election system in the end a problem out? What is the reason? The operating mechanism has important practical significance for checking current electoral system in rural China.Under the current electoral realities and complexities of the election, and the village election system as a form of Non-state forms of Democracy, should be a premise of subsidiary and extension of the Democratic National Form.From the interests of the majority of voters, to seize the current important social transformation and opportunities for the village election system angles and dialectical thinking, analysis, focused on building and designing a virtuous circle of rural electoral system mechanism. Rural electoral system makes the road of socialism with chinese characteristics, the journey to play its due role well.Full-text is divided into six parts.The first part is an introduction, mainly on the significance of this research,which conducted the research and related literature, a brief description of research methods, chapters arrangements. This article introduces several main concepts . The second part is mainly on the electoral system in rural China connotations and characteristics. It makes presentations in two major areas.First, the content of our current system of village elections is representing from the principle for the election, the right of villagers to vote, the procedures of village committee election aspects . Second, the village election system characteristics and performance is being drived from the economic factors, clan forces, rural power structure changes, consistenting with characteristics of the times for rural elections, abusing of power in the country to become a prominent feature of the election.Third, the significance of village elections is discussing from the building of socialist political civilization, and promoting rural economic development and maintaining rural social harmony and stability point of view discussing perfect system. The third part discusses the building process of the electoral system and the achievements. Accordance with three stages of the land reform, the people's commune period, reform and opening up the situation of rural elections were analyzed and summarized the achievements. The fourth part is the Chinese village election system of contemporary problems and causes.First of all, from the absense of the law of village election system and economic security mechanism, the environment and rural elections complex network of relationships to department of guiding the election and participation in the election of sectoral coordination, with not enough understanding, the legitimacy of the election results on the existence of contemporary rural elections whose problem were analyzed. Second, the lacking of protection mechanism in the policy of village elections, the chinese national particularity of village elections, of management and supervision mechanism and other aspects of China's rural election system problems is being depthly analysized. The fifth part is the improvement of the basic system of village elections in China and countermeasures. This part is divided into two part that the fundamental principles and the improving of measures for the village election system.Puting forward a sound economic system and promoting rural economic development which could enhance security for rural elections thickening.To improve their own quality of citizens, and enhance awareness of political participation which improve the basic quality of the electorate.Improving laws and regulations of village elections which could enhance village elections relief system of rewards and punishments.Strengthen supervision and inspection of village elections, village election system which ensure standardization and other measures.Part six is conclusion. This study was summarized, and put forward the election of village opinions and suggestions.
