As the inevitable trend of international political development, political democratization is widespread in the modernization process, which has a profound impact on the system of internal affairs and foreign policy. Nowadays argument of democratization is based on the history of the western world heritage and political reality, rather than belongs to the universality of the absolute truth. This means that the road in the direction of the democratization and course should depend on their own cultural tradition and the political environment, any form of democracy should be given respect. Islamic law implies a set of potential political ideas; it can become the spiritual pillar of the absolute monarchy and the clerical rule, while it can also serve as a free and democratic theory. As to the Middle East countries, the establishment and improves of democratic politics lies in their own religious reform and modernization. In light of historical development and regional economic and political differences, the thinking foundation of Muslim countries democratization reform should be based on abstract interpretation of the concept of democracy, or universal political goals of human, rather than American democracy that is rooted in the western world.Throughout modernization of Iran during the20th century, democracy and authoritarian tended to become a striking feature of political reform. Constitutional movement first introduced the parliament and the constitution to Iran’s political arena giving citizens the right to vote, which marked the political modernization of Iran and opened up the Iranian revolution of modern politics; political reform that nationalized their oil industry possessed the characteristics of nationalism and democracy, further shaking feudalism ruling foundation; Islamic revolution marks the modern democratic politics in the form of religion come upon the stage of Iran politics; establishment of Faqih initiated Iran new mode of modern politics, and constant adjustment of theocracy also opened up a road to a wide range of political participation. The democratic attempts of magisterium shows that Islam and democracy is no predators, democratic reform within the framework of integration of church and state should be based on survey of history and reality and balance of the religious and secular.
