The reason of how the Chinese PSU is proceeded is complicated. It is because that China is always a "big government", it not only provides increasing and various kinds of public services but also need to reduce the government staff to relieve the government which causes a large number of PSU. Roughly, it can be divided into3types. One is for administration, the2nd is for public service. And the3rd is for operation. However, it is not clear actually. They are supposed to exist despite of so many problems since some activities are not supposed to be done by government directly and some are not suitable to be operated by enterprises directly. What’s more, as a3rd party between government and enterprises, it has lot of advantages. So reforming for PSU will be key areas of social company’s reforming. Because of its importance, so it is important for management reforming for PSU. Management reforming for PSU:System innovation, to implement internal management reforming. To try to develop a vigorous and efficient management operation system.1st is to set a new structure by impersonal entity, and to implement responsibility taken by executives led by council. Traditional appointment of leadership will only make PSU being a vassal of the government.2nd is to set up competitive human resources policy under which people can join or leave. This is the1st important and also the base however, if it is to be implemented, it still depends on the improvement of whole environment. Competition on jobs shall be fully implemented for Employment policy.3rd is to set stimulation system. The salary and bonus should be different from government and enterprises in which fairness and efficiency should be considered.To adopt the monitoring system by the society of which should be direction of social PSU. To let the social public make the comment of which enjoys the same theory as customer management. The method on how to work the system:1st is to enhance the public responsibility and awareness of PSU?2nd is to use the right method of which is to set up scientific social monitoring system including the involvement of3rd party.3rd is to adapt to the social development trend and improve the media action system. There are lots to be done on how to deal with media while facing crisis.Change the performance and monitoring mechanism by the government for PSU. To set up scientific performance appraisal system of which by will be decided by government to financial expenditure and appointment of leadership based on the performance review result. On the basis of right segmentation, a governing institute is set up in order to change the current status. A timetable is already available by central government. In the future, general planning and systematical coordination and smooth connection and reasonable allocation will be focused on.
