Under the Chinese tradition system, institutions are important units, they are the main carrier of public services provided by our country. Reform of institutions is an important part of Chinese administrative reform and economic reform. However, compared to government and corporate restricting, reform of institutions has lagged. After the start of classification reform, public welfare institutions will become the whole part of institutions. The focus of the reform is to strengthen its public property.Public welfare institutions have certain powers of public authority and franchising. Meanwhile, public welfare institutions have a series of problems due to the lack of supervision at this stage. For example, they gradually deviated from the original intention of charity, beginning pursuing market revenue. So it is very necessary to regulate public welfare institutions. Researching on regulatory reforms of public welfare institutions can not only fill the gaps of theory, but also guide and promote the in-depth reform of institutions and promote Chinese economic and social comprehensive, coordinated and sustainable development. The frame is as follows.Firstly, the article elaborates relevant core concepts and the basis of the theoretical origins and the urgency of the reform.Secondly, the article explains necessity and importance of regulatory reform, and elaborates history and current situation of reform of regulating system of Chinese public welfare institutions and the effect of reform. Then the article analyzes the problems of the reform.Thirdly, the article introduces the regulating reform of western countries’ public service department, clarifying its implications for China.Last, the article puts forward some paths of regulatory reforms of public welfare institutions.
