The development of sea power’s voice between countries in the world today isrising. Marine planning, marine construction, maritime security and other issuesconcerning interests have been growing in an unexpected place with the theme ofpeace and development of contemporary national maritime strategic vision process.How secure, high-quality development, as far as possible to meet the demands of thecountry’s maritime interests, which are practical problems faced by the countries ofthose in power is required. As the core of the Asia-Pacific, development of sea powerawareness between Japan and Russia, as well as naval strategy under the guidance ofthese thoughts, for peace and stability in the pattern of development among East Asiancountries in the region today, is of great significance and reference value. Between themajor powers in modern era of colonialism, the interests which were pursuing by thebourgeoisie is the most obvious manifestations, and also the most intense, eithercolonial or dependent countries, capitalism is destined to open the modernization in aturbulent era. This includes both military and political strength of frontal collision (e.gRusso-Japanese War) countries and the interests of the hegemonic powers under thecompromise (e.g. Triple intervention). And its strategic crossing point is theAsia-Pacific sea power, and on the land rights of plunder. Russian forces thedistribution of power between land and sea in modern times is difficult to balance, thetheoretical ideal and the reality of the strategic layout which was controlled byfinancial situation varies greatly, however Russia’s strategic requirements of theoutput seaport and ice-free seaport increasingly intense. The consciousness of seapower in modern Japan formed relatively late, the development and strategic planningof sea power are also very aggressive. Huge military spending seriously affect the development of the country, due to the high investment in preparing for wars, thepeople living in poverty. However, the government did nothing but continue totransfer internal contradictions to wars, the early capitalist development into a viciouscircle deeply. Although the Sino-Japanese War and the Russo-Japanese War during theJapanese maritime superiority achieved power status, but it has not been completelyresolved the contradiction. Colonial government, which was followed by Capitalistpolicy promote the building of the Navy expansion objectively, made the colonialmodes of supply of interest through economic colony, which have been proven not apermanent solution. Development of Japan’s sea power and hegemony consciousnesswas closer combination of Coastal Defense, naval construction and maritime colonialplunder with the end of World War II into the coastal stage. During the Moderncolonial expansion procession, Japan and Russia all awarded of the important role ofsea power, the two countries in different historical periods, but toward the same end.Marine forces have been proposed since modern times coming, its impact on the fateof the country has been more and more intense. Coastal Defense focus on building aclear sense of right towards the sea, increasing the sea power and the interests withinthe country, has promoted a strong role in development with contemporary country. Inthis context, the study area has a certain reference and great influence to furtherexplore the relationship between the sea powers, and sea power theories. In this paper,the time period is from1895to1905, the year between the Sino-Japanese War and theRusso-Japanese War, and trying to campaign for awareness of sea power derivedbased on the Russo-Japanese argument analysis which was carried out in moderndiplomacy. The full text includes five chapters, involving the main content of basicsummarized below.The first chapter of this paper is the relevant research background and researchconcepts which are involved in the explanation; this part is divided into four sections:the study of objects, current research, significance of the topic and the researchinnovation. It also includes the lack of specific instructions. The second chapter,“geopolitical structure and the early strategic choice between Russia and Japan”,mainly based on the Russo-Japanese geographical features, focusing on the Asia-Pacific strategic which was in the planning period. The third chapter of seapower in the Far East and mainland policy embodied consciousness as the core basispoints, closely linked to explore part of the sea between Japan and Russia, also theright ideas between different ideologies. Following by Mahan’s two main ideologicalorientations of objective evaluation about sea power, Asia-Pacific sea power after theinitial formation has changed the investigation and reasonable inferences, whiletheoretical construct relevant historical content drawn from the analysis of sea powertheory trends in Japan and Russia became more important. The fourth chapter is aboutSino-Japanese War of sea power which has changed the concept of the developmentin Russo-Japanese War from the decade contrasts as discussed core, through thedevelopment of two wars changeable rights and powers, the further explore ofdevelopment direction in the war and fighting under the influence of sea powerbeneath the guidance of Chauvinism consciousness further towards the sea. The fifthchapter is the upgrade theoretical part of the paper. By analyzing the process ofconsciousness transformation between Japan and Russia, which are compared for thetwo proposed development of sea power in the Russo-Japanese theoretical constraints,and using it as the main framework for the development of sea power to furtherexplore the consciousness of the sea power between Japan and Russia follow-up,which summarized the right development above this paper. By this way, the full textof conclusions summarized the main idea of sublimation, even to put forward the fulltext to core ideas.
