County Government Procurement Practice And Thinking

The government procurement in L County regulated the purchasing behavior ofadministrative departments and promoted the construction of a clean administration.However, many problems occurred during the implementation of governmentprocurement, which should be mostly owing to the restrictions of dated ideas and theinaction of some leaders. These problems hindered the performance of governmentprocurement system and blocked the construction of public finances. In this paper, wetook the government procurement of L County as an example, analyzing its problems bythe summarization of the overall investigations on government procurement and thecombination of a series of theories like public finance expenditure management theory,Keynes’ government intervention theory, rent-seeking theory and principal-agent theoryThe aim of this paper was to provide the basic references for the improvement ofgovernment procurement system in L County.On the basis of previous researches, this paper analyzed the main problemsexisting in the government procurement of counties in our country and revealed theirorigins through the combination of theory and practice. After that, we put forward themethod to promote government procurement of counties in China by learning theexperience of government procurement in foreign countries and combining them withpractical situation in China.
