A Study On The System Trouble And Solutions Concerning Institutions For Centralized Procurement

With the deepening development of China's government procurement,as the main executive agency of government procurement-centralized procurement agencies are undergoing a historic change,causing people to re-examine the centralized procurement agencies in the government procurement mechanism in the role of positioning.At present,there are some shortcomings in the institutional design of the centralized purchasing agency system,such as the ambiguity of legal positioning,the ambiguity of the establishment of the organization,the narrow scope of business,the duplication of institutional responsibilities and the lack of institutional rights.Lack of independence,lack of internal construction of the organization,imperfect supervision mechanism and the risk of weakening the functions of centralized purchasing agencies.In order to resolve these dilemmas and dangers,it is necessary to draw lessons from the experience of the United States to perfect the centralized purchasing agency system in our country with a view to strengthening the functions of centralized purchasing organizations.Specific measures include two aspects: First,focus on the system itself,the centralized procurement agencies positioning,functions,set standards,scope of business,rights and applicable standards for the corresponding legislative norms and improve the second is based on the implementation of the system,through strengthening the internal control of institutions,To promote electronic procurement and improve the supervision mechanism,etc.to improve the centralized procurement system of supporting measures.The full text is divided into four parts.The first part,the basic analysis.On the basis of clarifying the centralized purchasing organization and its related concepts,this paper elaborates the theoretical basis of the centralized purchasing agency system,and studies the connotation of the institution,which lays the foundation for the analysis of the whole system.The second part,the predicament analysis.This paper examines the five shortcomings of the centralized purchasing agency system in China and the five major dilemmas in the process of law enforcement,and from these two levels,we can see the danger of weakening the functions of centralized purchasing agencies in China.The third part,empirical analysis.This paper mainly introduces the basic content of the centralized purchasing agency system in the United States,especially the GSA,and draws the enlightenment of the centralized purchasing agency system construction in our country,should also clear the functions of the organization,implement the specialized management,carry out the electronic procurement and establish the diversified supervision mechanism.The fourth part,the countermeasures analysis.From the perspective of theoretical response to practice,put forward to resolve the plight of China's centralized procurement system countermeasures.On the one hand,according to the system itself,put forward to improve the centralized procurement agency system legislative proposals;the other hand,for the implementation of the system,put forward a sound centralized purchasing agency system implementation of supporting measures.
