The institution of selection and appointment of leading cadre of party and government has become the initiative in the field of reform of personnel system in recent twenty years,via competition.Competitive selection and appointment is based on how to choose qualified cadre and how to exercise cadres’potentials,and it performs well in society,where popularity spreads out.It is reported that our country is standing at the historical point of constructing comprehensive well-off society,cited from the18th congress of CPC.And the institution of competitive selection and appointment of cadre must adapt to new situation,and new challenges encountered in reform and development,what’s more,we have to anticipate and understand new problems occurring in competitive selection and nomination,then,we should optimize the institution of selection and appointment,so as to go deep into reform of personnel system.This text relying on the theory of institutional function in the field of functional economics,can be divided into three parts to dig the institutional function of competitive selection and appointment,such as preface,body and conclusion.Preface matters to reason,significance,and explains research review,study methods and study content.The theory of institutional function quoted in the first part, where I set up the analysis framework of "four in one".The second part starts from the viewpoint of coordination function which expounds on the interest allocation,public resource distribution and match in man and job,after that,points out several issues of imbalance in coordination function and I will refer to some suggestions.The third part from the viewpoint of norm function that says the function in selection subject and object and analyze the behaviors in the imbalance of coordination function, including unreasonable qualification limit,test in short of pertinence and lack of assessment system,finally,I will come up with relevant norm measures.The fifth part,in which the institution of selection and appointment succeeds ancient history of exam and nomination, learns the concepts from western talents assessment,and analyzes the inefficiency of cultural delivery from two aspects,first,"officer"in traditional idea has a negative effect on the institution;second,current competitive selection applied turns a blind eye to west talent assessment. Based on a whole text,I urge to attach importance to top design,system setup,and effective mechanism in institution and put forward the reasonable and practical measures in the last part,where norm should be implemented in the competitive institution and competitive institution of selection and appointment should be propelled to scientific and normalized horizon.
