Conflict And Synergy Of Economic Management Function And Social Management Function Of Grass - Roots Government

As a significant section of state power, grassroots governments play the role ofcornerstones which are closely bound up with people’s life. Since China’s reform andopening, grassroots governments have been giving full play to their economicmanagement function in promoting sustainable development of economy. With theestablishment and perfection of China’s socialist market economy, profound andconstant changes have taken place in social structure. Long focus on economy andignorance of social construction have resulted in increasing contradictions and conflictsbetween the governments’ economic management function and social managementfunction, which will inevitably affect the sustainable development of China’s economyand society, and the realization of a well-off society in an all-round way in the future.This paper, in such context, discusses how to make coordinative development of theeconomic and social management functions of grassroots governments so as tocoordinate economic development and all-round social progress.Starting with the development of both functions of grassroots governments, thispaper introduces the influence of the focus on economic construction on them. Then thecurrent situation of their lack of co-ordination is illustrated with Xiangshui County,Jiangsu, as a case. This paper analyzes the problems in its economic construction andsocial management occurring in investment promotion and capital introduction from theperspective of Public Administration Science, trying to find out the internal causes ofconflicts between its two functions through combing and analyzing. And based on theenlightenment of the development trend abroad, the paper tries to explore the way ofcollaborative development of grassroots’ governments’ economic and socialmanagement functions and to put forward some reasonable suggestions.
