| Living in the risk society, People begin to pay attention to their rights. And they choose Internet as the optimal way to involve in the public affairs due to its inherent advantages such as equality, convenience and privacy protection. In addition, with the spread of network technology, more variable access to public affairs has been provided for people. It includes the controllable obtaining information about polices, online conversations with officials, the vote and witness of policymaking, as well as the exchanging opinions in BBS and official blogs. As the approach to information and the content authenticity will deeply affect the participants’ opinions and network words, this essay,from the perspective of discourse power,focuses the construction and influence of people’s discourse power with typical cases.This paper takes "one who reposts the rigor500times would be regarded as illegal" as the starting point, then discusses the origin, current situation and changes of public participation in civic networks; analyzes different influence of dimensions of network participation, discourse power in three classes (government, elite, and common people) and how it is constructed by them. Since the development of internet leads to profound changes in the spread and inherent system of discourse, each class’s discourse has formed its own features, which also creates another problem---they cannot co-exist harmoniously. After the above discussion and analysis, there comes the conclusion that, the build of a public zone for harmonious communication is the basis of the sound development of discourse power. |
