Study On The County Government Performance Evaluation

With the promotion of our administrative system reform, performance evaluation is largely applied in the government management, it can raise the government power and improve the administrative function as an important management tool, which has the outstanding real meaning. Meanwhile, with our democratic politics and consciousness of citizenship increasingly reinforce, the government has an urgent need to improve the public service and establish democratic, responsible, the rule of law and transparent service-oriented government.County government is the key position in the county economic and political life, whose status is very special. County government can turn the central macroeconomic policies to the farmer and implement the national strategy for better. A scientific and reasonable performance evaluation system will help the government to establish the correct view of achievements, and effectively improve the ability of government services. Therefore, Service-oriented government philosophy as a guide, to strengthen the performance evaluation of county government, county government to improve its level of public services, narrow the gap between urban and rural areas is of great significance.In this thesis, the county government performance evaluation is analyzed on the basis of service-oriented government theory and government performance management theory, and analyzing as a starting point, meanwhile, this paper associated with the county government performance evaluation and the theory of the service-oriented government" to study the construction of county government performance evaluation model which is oriented to the construction of service-oriented government. The literature reading and system analysis methods were used in this paper that summarized the development status of our county government performance evaluation. We found that the single main performance evaluation indicators set unscientific, assessment methods inappropriate and other issues in the county government evaluation. Then, author used the system analysis method to analysis method to analyze the county government performance evaluation index system and methods according to theory of service-oriented government and on this basis, author built the people’s satisfaction-oriented of county government performance evaluation model in order to guide the county government focus on its level of public services and improve the quality of public services and administrative efficiency.
