The Research Of The County Government's Administration Cost

The administrative cost is the foundaion and support of the government to execute administrative managements and provide basic services. But presently the government faces the question of administrative cost excessively being high . This article is the analysis of various financial data and how to control the administrative costs of county government in order to achieve maximum overall efficiency. Administrative costs for the content,in the academic community, scholars have different definitions and discussions. And scholars on the definition of administrative costs of county government are not the same. This article synthesizes that national experts define the concept of the administrative costs of county government, and considers administrative costs of county government is the county administrative organs and their staff in the exercise and perform their duties in the process of consumption of various human, material and financial resources,and possible future losses and the indirect opportunity costs. And further analysis of factors affecting the administrative costs, including government functions,size, sound system, administrative methods, efficiency, and administrative decision-making. Then this article explains Wagner's law,Growth theory of public ladder ,public expenditure growth model,public choice theory,new public management theory and principal-agent theory. Because these theories for the growing trend of government administrative costs and how to control its growing provides a theoretical basis and become the guiding system of government reform and improve the "beacon."Then we analyse the administrative costs of Muling,financial revenue and expenditure and GDP and other data. Aspects of small areas could see a large,a point could see an area. We discovered that longitudinal administrative cost growth trend year by year,Administrative costs on the rise were not only in the aggregate,and administrative costs were also higher than the growth rate of fiscal revenue, expenditure and GDP . This indicates that the total amount of unchanged in the budget, the government uses in own expense being more, it provides the collective services and the public product are less, the social efficiency which obtains is also lower. A lot of administrative costs crowds out the economic and social development funds. Therefore, the total administrative costs must be controlled growth and optimize its structure and improve the level of government to provide better public service and social welfare.High administrative costs caused by many reasons .As a result of analysis,we found reasons of high administrive costs .Frist, Administrative system is imperfect,and government functions locate erroneously.Second,institution exists shortcoming,including budget institution exists imperfect,the government procurement institution is unsound,the administrative performance evaluation institution exists drawback,the administative cost benefit assessment institution exists deficiency,the job consumption system is anomie.Third, mechanism is not perfect, decision-making mechanism blemishes and supervisory mechanism is flawless.Forth, the concept of administrative costs exists weakness and awareness of administrative costs is lack. Which led to a lack of government control not only the administrative costs of the system of external constraints, but also the lack of inner spiritual power.This paper presents the control county government measures.First,goverments improve the system, and correctly posit government functions;second, institution statutes and moulds again,including completing and allowing for in budget,improving the government procurement system,establishing the administrative performance evaluation system,improving the assessment system of administrative costs,advancing currency of post consumption;third,microcosmic mechanism proments,including improving decision evaluation mechanism and accountable mechanism,improving supervisory mechanism and innovating administrative mechanism;forth,administrative culture moulds again and administrative cost awareness strengths.I wish for countermeasures provide the reference for controling administrative cost.
