Research On Ttansparent Government Based On Inflormation Sharing In China

With the development of Web2.0, all kinds of social media make a great progress. New instant communication tools and means are more and more used in the process of government administration because of its convenience that can’t be limited by time and space. Information sharing between the government and the public has become more and more convenient after the emergence of government micro blog and micro letter. Under the environment of network, information sharing between the government and the public will be complexity. The complexity originated from the complex motives of the subject in the process of information sharing, the sharing path and sharing level of variable, and on the quantity and quality of the information requirements. Because of this, the complex adaptive system theory gives a new perspective on the research of transparent government construction based on information sharing. The information sharing also becomes an effective way of the democratic supervision, the accountability of the anti-corruption and so on.In this thesis, the author uses three methods for researching, they are normative analysis, literature analysis and case analysis, Combining the theory of complex adaptive system to research on the information sharing of the transparent government construction. Exploring the relationship of information sharing model and the complex adaptive system theory in particular, and discuss the adaptability among the subjects made the complexity. This thesis mainly includes the following five parts.The first part:Introduction. Introduce the research background and significance, domestic and foreign research review, research ideas and research methods of this thesis, summarized the innovation and deficiencies of the thesis.The second part:Introduce the related definition and theory in this thesis. So it provides an effect theory on the research of the other parts.The third part:Introduce the construction of our transparent government. Use complex adaptive system theory to explain the transparent government construction of Wuhan city. Take "Yellow Frog" as an example. Then research the information sharing behavior of government, public and social media.The fourth part:Point out the problems of transparent government construction. According to complex adaptive theory, give an analysis of agent, flows and reaction.Finding out the problems of transparent government construction.The fifth part:Construct the information sharing system. Define the definition of agents, paths, principles and structure Problems and Suggestions. Then use these elements to construct the information sharing system.The sixth part:Give some suggestions to the construction of transparent government. Under the complex adaptive system theory give some suggestions to the problems of transparent government construction.
