The mobile phone short message is a product of information age, from birth to with its high speed, convenience, economical and practical advantages was welcomed by the consumers and become people daily life important ways of information communication and emotional communication. SMS brings convenience for our work, study and life. While, it also produced some negative issues, spam messages is one of them. In today’s society spam messages have caused serious problems to people’s life. Violence, pornography, terrorist information may be contained in spam messages. They are not conducive to social stability and long-term stability of the country. As a matter of fact, our country is not the only country facing problems of spam messages, most of the world’s citizens are deeply hurt. Actually, spam has become a global hot issue.In order to curb the spread of spam messages, the country has taken some measures, but mostly without much success. The reason is that China has no specific law to regulate the spam spam messages, the lack of scientific and effective regulatory system. The degree of protection of personal information is not enough, the weak sense of civic guard. These are also the important factors to hinder our spam messages governance. Most of the existing laws and regulations to deal with the problem of traditional text messages, when deal with new problems facing the legal interpretation of the problem; the level of relevant regulations are low and they are poor operability. In short, the existing laws, rules and regulations have been unable to achieve effective regulation of spam messages.The author focuses on the hot social issues of spam messages. Then I collect extensive information and do a deep social investigation. In this paper, I summarized a simple definition of spam messages and analyzed the short comings of governance spam messages. The author think we should learn experience from the countries to put forward our county measures of regulating spam messages.
