Research Of Spam Message Management Under The Background Of Mobile Phone Real-name System

With the rapid development of information communication technology and the rapid popularization of mobile intelligent terminals,the numbers of mobile phone users and sent messages in China have reached the top of the world.However,due to the absence of relevant laws and market regulation,spam messages are flooding,which not only has brought lots of troubles to the vast number of cell phone users,but also broken market order,damaged the social harmony and stability.According to the statistical data from the ministry of industry and information technology,in the second half of 2016,mobile phone users in China received 15.9 spam messages per week.This article,therefore,under the background of mobile phone real-name system and taking Hainan province as an example,analyzed of the current governance of spam messages in Hainan province and relevant existing problems within the polycentric governance theory and put forward the control countermeasures and suggestions on the basis of the advanced management experience.Firstly,Paper defined the concept of spam messages and the mobile phone real-name system and the relationship between them.Secondly,Paper analyzed the current status of national spam messages,deeply analyzed the current status of spam messages in Hainan province with the first-hand data and elaborated the harm of flooding spam messages from different aspects.Next,under the polycentric governance theory framework,Paper analyzed the current status of spam messages in Hainan province from the legislation,industry regulations,operators,and present situation of the participate of industry association in spam messages management of Hainan province,analyzed and summed up the outstanding issues of spam messages management in Hainan province which included the absence of the relevant laws,the lack of long-term government supervision,low initiative of telecom operators and other main market players participating in spam messages governance,and the passive participation of association of industry and the social public in Hainan province;Finally,combining with the experience of spam messages governance in developed countries and regions in the advanced,Paper put forwards the targeted countermeasures under polycentric governance theory:the first one is to actively push for spam messages specialized legislation;the second one is to push forward the implementation of mobile phone real-name system incessantly;Third,in the aspect of industry regulation,in addition to strengthening the coordinated supervision mechanism,it is necessary to enhance the sense of responsibility of telecom operators as main market participants.Fourthly,the industry association should to further enrich the means of spam messages governance,pay more attention to public guidance,promote social fraud prevention consciousness of the public and personal information protection consciousness,and make the mobile phone users to actively participate in the governance of spam messages in Hainan province.
