Study On The Ocean Going Cruise Ship Safety Regulation

Ocean-going cruise ship passenger carriage is an important part of maritime passenger carriage. Ocean-going cruise ship has the feature of complex structure and focused personnel. Any accident will cause a lot of casualties. In order to ensure the safety of navigation, the personal safety of the persons on board and the ship sailing and for the protection of the marine environment, it is necessary to give safety supervision for ocean-going cruise ship during port of calls. Since the recent ocean-going cruise ship accidents occur frequently, people are increasingly concerned about the safety of ocean-going cruise ship, safety regulation for ocean-going cruise ship has become a hot issue.This thesis begins with the basic concept of the meaning of ocean-going cruise ship safety regulation, specificity and other aspects, using empirical analysis, comparative analysis and other research methods, combined with maritime law, the basic theory of administrative law, international conventions, and safety policies in countries having advanced legislation on the ocean-going cruise ship safety supervision, to give a discussion of China’s safety regulation on the ocean-going cruise ship and the existing problems, and make recommendations to develop our ocean-going cruise ship safety regulatory system.This thesis is divided into four chapters.The first chapter is an overview of ocean-going cruise ship safety regulation including the meaning, nature and other aspects. The second chapter analyzes the ocean-going cruise ship industry safety laws and policies, such as SOLAS Convention, International Convention on the MARPOL Convention, STCW Convention; and the policies released by ocean-going cruise industry association, to give a summary of the general provisions of the ocean-going cruise ship safety supervision. The third chapter focuses on regulatory body of ocean-going cruise ship safety, and other aspects that ocean-going cruise ship safety regulation system should consist of. The last chapter gives a summary of the existing problems in regulatory activities, and makes some recommendations to develop the standards of China’s ocean-going cruise ship safety regulation.
