Study On The Prevention And Control Of Village Official Corruption

Village official is a group of officials that exits in the basic level of Chinese countryside, their "official" is not big, but in charge of rural government and villagers living big or small. China has800million farmers, distributed in more than600,000administrative villages, about500million village cadres in the management of these villages, they undertake general and specific policies implementation realization of the Party and the national routes, and act as the organizer and leader in the building of new countryside, plays an important role in the construction and development of countryside. Whether the village official can be honest and upright or not, directly related to the vital interests of over800million farmers, related to the broad masses of the image of the party and the country, related to rural economic development and social stability. Therefore, the prevention and control of village official corruption, so as to curb and eliminate grassroots corruption, has a very significant realistic meaning. In this paper, the village official corruption as the object of research, tries to use the literature review and case analysis, to summarize the characteristics of village official corruption and hazards, and to explore the causes of the village official corruption and its prevention and control countermeasures.Firstly, this paper briefly reviews the nature and harm of corruption, and summarizes the current situation, characteristics and hazards of village official corruption through the literature review and case analysis. Through induction, comparison and analysis, this paper argues that the main features of current village official corruption include:the chief official’s corruption is the main case, and there are many interrelated and nest corruptions; the economic corruption is prominent, the methods of crime are diverse; the unfair elections are pronounced, and vote-buying phenomenon is common; the style issue is generally existed; law and discipline violations are concentrated distributed on several regions, and shows regional characteristics. These village official corruptions seriously affect the implementation of the policies of the Party and the national routes in rural areas, and destroy the glorious image of the broad masses of the party and the country, hinder the pace of the construction of new socialist countryside communities, harm the development of the rural economy and social stability.Secondly, this paper analyses the causes of the village official corruption from different levels, in order to seek effective countermeasures to prevent and control the village official corruption. The causes of the village official corruption involving the political, economic, legal, and many other factors, which are specifically embodied in:the land requisition management system has some defects, the democratic electoral system is not perfect, the powers of supervision and restraint is not in place, the laws and regulations are not sound, and so on.Finally, according to the village official corruption causes, this paper puts forward the following countermeasures to prevent and control the village official corruption:improve the relevant laws and regulations, improve the judicial protection system, strengthen supervision and management, strict implementation of democratic elections, enhance the village official’s self-discipline, value the village official’s education and punishment. Among them, this paper focuses on analysis and exploring how to democratically elect the village officials and strengthen the supervision and management of the village official corruption, in order to effectively prevent and control the occurrence and spread of grass-roots village official corruption.Through the above proposed countermeasures, hoping to establish an effective prevention and control system of village official corruption, so as to escort a solid backing for protecting the vital interests of the majority of farmers, and for the new socialist countryside construction and rural social economic development escorts.
