The Study On The Guardianship System Of The Rural Left-behind Children

Rapid economic development throughout China has caused the big gap of wealth between rural and urban areas, that has forced millions of workers to emigrate from the rural areas to the big cities. Rural left-behind children who have been left behind in their rural villages when their parents migrate to cities in search of work, have to stay at home to be taken care of by other relatives or friends.Limited by the segmentation of the household registration system between rural and urban areas, economic conditions and urban policy factors, parents can’t afford to take their children with them, thus leaving them back at home. Lack of parents’custody, left-behind children have a lot of problems such as feeling loneliness and anxious, getting relatively poor school performance, utilitarian in thought and quality, self-centered, etc. Although many local governments are trying a variety of solutions, but how to guarantee the rights and interests of rural left-behind children, our country does not make better detailed and effective measures.The media are always filled with many negative reports of left-behind children. Our county should establish a perfect system of rural left-behind children guardianship. This paper described some defects in presenting guardianship system by analyzing main reasons and offering pragmatic proposal according to Chinese conditions based on foreign advanced system. To achieve the purpose that the legitimate rights and interests of left-behind children can get best protection, mainly through perfecting children left behind guardian system, while strengthening of rural left-behind children national guardianship system and the children left behind in rural areas guardianship supervision mechanism. Finally, they can get better growth.
