Research On The Problems And Countermeasures Of The Management Of Floating Population In The County

In recent years, the proportion of developed areas absorbing migrant workers is falling., combined with the county area constantly improving the infrastructure, rural migrant population rebound in the backflow phenomenon. In space, they show obvious shift to represented by the county towns. The influx of floating population makes the county-town society suffered a huge impact. With the advancement of China’s urbanization process, the problem of floating population will continue to highlight. At present, our country has already entered a transformation of the pattern of economic development, adjusting the economic structure, strengthening social management and innovation, the government has also stepped into the stage of transforming function to build a service-oriented government. Exploring the service management of the floating population in the new period and the welfare of new ideas and effective system arrangement, is not only the government’s response to the current challenges at all levels, the realistic choice to ensure the healthy and stable economic development, but also the inevitable requirement of the comprehensive construction well-off society overall goal. This paper, based on the governance theory and new public service theory, analyzes the N county of Hunan province management status of the floating population, points out its problems existing in the management, and aiming at these problems puts forward reasonable Suggestions to enhance the level of county of the floating population management.This article is divided into four parts, the first part systematically elaborated the floating population, the floating population management, governance, the connotation of the new public service theory, and laid the theoretical basis for the article. The second part discussed in detail the causes and the basic characteristics of the floating population, and the impact on the county economy and management status of N county in Hunan province. The third part analyzed and discussed the problems existing in the county of the floating population management, and analyzes the reasons of the county of floating population management problems. The fourth part in view of the problems presented in front of the floating population management, from five aspects put forward the strategy of county innovation management of the floating population, hoping to provide certain reference to the government’s management of the floating population, and alleviate the pressure of the government management of the floating population. This paper also wants to put forward some countermeasures for the floating population demand, which can largely improve the condition of the floating population and the quality of life, to make it as soon as possible into the defined society, reducing the occurrence of illegal crime and promoing social harmony and stability.
