The problem of social security and social harmony in the urbanization raise new challenges to the management of floating population. A significant trend is that traditional model of "managing floating population" has been replaced by "serving floating population". This fully reflects the service-oriented transformation of government functions, which is guided by the important thought of "three representative".This thesis explores the theories and practices of human-oriented trend of floating population management and service with a case study from Jiangqiao Town, Jiading District. It is based on two assumptions: Firstly, human-oriented floating-population-serving is an irresistible historical trend. Secondly, the new human-oriented ideas and methods in the supervisory work of floating population contribute to the safety, stability and harmony in the city effectively.On the basis of these assumptions, this thesis puts forward five arguments: Firstly, the topic of the supervisory work of floating population should be valued. Secondly, the traditional model of floating-population-management should be abandoned. Thirdly, to establish the human-oriented model of floating-population-serving is essential and effective. Fourthly, the human-oriented model should continuously be renewed and consummated. Fifthly, the human-oriented supervisory work of floating population helps to promote the construction of the harmonious society.
