The dilemma of reform lies in the contradictions between preferential policies provided by government and the enjoyment of new staff members, and the resistance mainly lies in the interest contradiction between city residents and newcomers.According to the local reality, Decrease the problems in household registration reform gradually, improve the related rules and regulations consistently, and great efforts should be put in improving both the attraction and more public service in cities.
