Create Factor Analysis Of Illegal Coal Mining In FuGu County Shaanxi Province

FuGu county is located in the extreme north of Shaanxi province,and also in thecenter of the ShenFu-DongShen coalfield.Since the mid-1990, illegal mining crimebegan to appear in the county.Over the past20years,while the government’ssupervision and crackdown on illegal mining crime change from loose to tight,illegalmining phenomenon also has experienced three stages, that is, from beginning ofsporadic happened to overrun the medium-term to basic control.As an importantsocial phenomenon, however, so far no one has produced on the development andchange rule and influence factors of illegal mining phenomenon by theoretical studyof the system.This article is focus on this,expect to fill the void in the study of appliedtheory model of illegal mining,and provide referable theoretical basis of effectiveprevention and control illegal mining to the government, enterprise and society.The theory of this institute applied is mainly the economics of crime and otherrelated theories.The article first introduction to the theory of illegal mining and theeconomics of crime.Secondly introduces the related theories and models, and analysesthe feasibility and necessity of using the economics of crime to study illegal miningphenomenon.Then focus on cost-benefit model, and according to the illegal mining,corresponding to the illegal mining cost-benefit model is given.Finally using themodel qualitatively analyzes the effect of the generated factors of illegal mining,andaccording to the effect of the catalyst factors, prevention and control of illegal miningcrime policy suggestions are put forward.In the last part, the applicable scope of theresearch conclusion is given and the research prospects.In this paper, by analyzing the crime of illegal coal mining using the economicsof crime, it is concluded that there are many factors affect the illegal coal mining.Butthe main two factors is the price of coal which is changed under the influence ofsupply and demand and the criminal punishment cost which is changed by the socialprevention and control work rate.The reason for illegal coal mining crime occursrarely in the early in FuGu county is that when the criminal punishment cost very low,the crime income slightly bigger than the cost, so that the crime of net income is slightly above zero.After2002, illegal coal mining increased gradually is becausecrime income increased rapidly but the punishment cost is basically remainunchanged, so the net income of crime rises rapidly. The cause of illegal coal mininggradually controlled after2006is that with the rapid increase of the government andsocial prevention and control efforts, lead to criminal punishment cost rise rapidly,criminal net income falling rapidly.At the same time, points out that facing the realityof other basic uncontrollable factors, the most effective way to prevention and controlof illegal coal mining is by improving the prevention and control efforts andefficiency to increase the criminal punishment cost.
