Research On Government Control Of Pollution Caused By Industrial And Mining Enterprises In County Areas

Party's 19 points out that the construction of ecological civilization is the sustainable development of the Chinese nation in one thousand,the report aims to build the government leading,enterprise main body,social organizations and public participation system of environmental governance,by improving the pollution emission standards,heavy penalties to punish,strengthen the polluters responsibility,security measures to strengthen environmental governance,such as information open and transparent forming hills and green and jinshan yinshan new look.But along with the advancement of industrialization,the environmental pollution is still severe,especially the county city far away from the provincial capital,weak governance concept,pollution of the environment much more prominent in the larger cities,county industrial and mining enterprises,such as "three wastes" emissions of unrestrained,facing the situation of local government or drift,or insufficient,unable to do what is difficult to realize the harmonious development of economy and the environment.Therefore,this article starts from the county industrial and mining enterprises pollution government governance,in order to provide theoretical and practical experience for China's environmental pollution problems.County industrial and mining enterprises for pollution problems,the author fugu county in shaanxi province as an example,through literature research,case analysis method,interview method,on the basis of reading numerous literature combined with field investigation and research in this paper,the fugu county industrial and mining enterprises pollution governance status quo,pointed out that the plight of the government in the governance and the reasons,finally puts forward some countermeasures for improving county industrial and mining enterprises pollution governance.This paper is composed of five parts,the first part is the introduction,including the background and significance of the research,domestic and foreign research status and review,research content,method;The second part is the definition of relevant concepts and theoretical basis,introducing the theory of collaborative governance,incentive theory and public goods theory,providing a solid theoretical basis for the writing of the paper.The third part expounds the current situation of government control of pollution caused by industrial and mining enterprises in fugu county,and sorts out the laws and regulations basis of control,control measures and effects,so as to draw out the following paragraphs.The fourth part points out the difficulties faced by the government in dealing with pollution caused by industrial and mining enterprises in fugu county and the causes,including imperfect laws and regulations,insufficient government supervision,insufficient capital and technology guarantee,poor information exchange,and insufficient multi-party cooperation.Reasons include: inadequate top-level design,unimpeded financing channels,inadequate accountability,lack of information communication platform,and deep-rooted traditional governance concepts.The fifth part puts forward the countermeasures to improve the government treatment of pollution by industrial and mining enterprises in the county,including improving relevant laws and regulations,increasing accountability,increasing capital and technology investment,building an information exchange platform,and promoting the collaborative treatment of multiple subjects,so as to provide useful ideas for the environmental treatment of industrial and mining enterprises in the county.
