Research Policy Agenda Setting Theory Of The Origins Of The Multi-network Media Triggered

In order to further study how the public opinion affect the policy agenda, and what kinds of circumstances is easier to trigger the policy agenda, we use the theory of Kingdon’s multiple origins of policy making. Kimgdon believes there are three origins around the government: the problem origin, the political and policy origins. When the solution to problems and issues combined, and exactly when the political environment changes, it will greatly increase the opportunities of policy agenda. When three origins get together, then it will opens policies windows and triggered policy agenda.According to this logic thinking, this paper attempts to explore the theory applicability in China. In order to find out the problems origins, policy and political origins in the network. First, to analysis what kind of issues can easily raise the policy maker’s attention, which is includes the network focus events, crises and emergencies; Secondly, to identify the network policy origins, network participation in the experts, academics, government authorities and other ideas; once again, The public opinion and political mood changes, the government’s attitude change plays an important role to open the policy window; Finally, when network issues and policy recommendations change combining,as well as the three origins coupled at a critical time, the policy agenda will be open.Based on the above analysis, we combined cases of Guomeimei to analyzed how the multiple origins triggered policy agenda. Finally, in order to better application the theory of multiple origins, we should make some efforts to make the policy agenda more useful. From the origins of the problem, policy and political origins:to widen the problem origins, identifying policy issues; carding policy stream, and contributed to the consensus reached; With political origins, to create a favorable atmosphere; grasp window policy and eventually triggering policy agenda.
