Public policy making is the process of the public authority to address theresearch, public policy issues.It is an important stage of the policy process, is acomprehensive process of research, design and making, the essence of it is to findthe best way to solve the social public problems. Chinas new rural cooperativemedical policy is an important part of public policy,it has been included in thegovernments schedule to solve the healthy problems in the countryside medical atthe beginning of this century. The NCMS policies comply with the rule of the policy, isa model of China policy making. This paper attempts to study the theory of thispolicy making process by the multiple streams. This study found that, in the processof the Chinas new rural cooperative medical policy making, the question streamrefers to "difficult""expensive" and other related index numbers,"SARS" and themain information. Political stream refers to the positive role of NPC and CPPCCmembers, the idea of the Chinese Communist "service government", and the masses.Policy stream is the large number of policy options which related to the new ruralcooperative medical system,”SARS” is due to open the window of this policy.Through this process, we also found that, there are so many new characters in Chinasnew rural cooperative medical policy, such as the idea of the Communist Party, thedevelopment of the network, the group who making the policy is more widely, it alsoanalyses the measures to optimize the Chinese policy making: expanding citizenparticipation, broading the sources of the question, improving the expression,opening the information etc. So, I will explain the purpose and the significance of thisresearch, and make the arrangement of this paper, related literature, the researchmethods clearly, finally point out the possible innovations and deficiencies of thisarticle.
