Global climate change is not only the global environmental problems, is also the major development issues, global climate change as a major hot issues by the international community more and more universal attention. Countries around the world in recent years to reduce greenhouse gas emissions related scientific research, technological development and specification of the multidisciplinary international convention, from technical, economic, and legal aspects to seek long-term effective solution. Since1979, the First World Climate Conference on climate change has been on the agenda, On a global scale, as one of the methods to solve the problem of climate change of Carbon Capture and Storage (CCS), many Carbon Capture and Storage related activities are ongoing, and the quantity is more and more.Carbon Capture and Storage (or CCS) has become more attention to reducing carbon dioxide emissions and slow the key technology of global climate change.Countries around the world in advancing Carbon Capture and Storage (CCS) research as well as the potential evaluation and development, at the same time, also has been used widely in advance the CCS policy measures and the increase of the legal system and the regulatory framework and deepening.Carbon Capture and Storage (CCS) in the application process without legal regulation, from transportation, carbon capture and storage of carbon dioxide, carbon storage in the scope of jurisdiction and applicable law and tort liability, many stages will explore the relevant legal issues. This paper argues that the introduction of Carbon Capture and Storage (CCS) as well as necessary based on the experience of the CCS legislation perfect state, establish a set of regulation about CCS legislation system in China, promote the mass use of CCS in China.
