The fight against corruption is the issue related to the party’s survival. Since the Communist Party of China has been in full power, they have made a lot of exploration and practice surrounding the anti-corruption issues and have made many substantial achievements. Institution building is fundamental to the fight against corruption, therefore institutional anti-corruption is the fundamental policy of anti-corruption. Based on this, the research takes institutional anti-corruption issues of the Communist Party of China as the object, which has important theoretical and practical significance.The research is divided into five parts.The first part introduces the core concepts and theoretical perspectives. The core concepts introduce connotation, characteristics and significance related to system corruption. Theoretical perspectives include power control theory, new institutional economics theory and fishing theory.The second part focuses on the history of institutional anti-corruption. From the perspective of the history of evolution, anti-corruption efforts of the Communist Party of China has gone through three stages, namely the embryonic period-" after the founding of the PRC to the Reform and Opening up "; the development stage-"Reform and Opening to the Sixteenth National Congress of the CPC"; and mature stage-" after the Sixteenth National Congress of the CPC." This is a process in which corruption is prevented and punished from the source and then a process need to further promote in which transformation happens from primarily ideological remolding to paying equal attention to ideological education and institutional construction then to the " institutional innovation ".The third part introduces the problems of institutional anti-corruption from the aspects of the institutional design, institutional implementation and institutional mechanisms. The problems of institutional design include insufficient standardization and systematization, insufficient concreteness and operability and insufficient prospection and innovation. The problems of institutional implementation include failing to act as rules, practicing double standards, insufficient supervision and inspection work and the flexible implementation of the main provisions. Meanwhile the institutional problem is the dual leadership supervision system. The problems of mechanism include weakening self-restraint mechanisms and insufficient public opinion restraint mechanism.The fourth part introduces the major causes why the institutional anti-corruption exists problems. There are four causes, namely, the awareness of institutional anti-corruption is not strong, institutional anti-corruption system has not been fully established, the supporting mechanism of institutional anti-corruption is not perfect and institutional anti-corruption supervision system is not perfect.The fifth part focuses on the countermeasures of institutional anti-corruption from four aspects. The first one is strengthening awareness of institutional anti-corruption by strengthening the importance of education of anti-corruption system, educating party and government cadres to be integrity and carrying out clean cultural construction. The second one is building a scientific system of institutional anti-corruption by strengthening collaborative governance and strengthening anti-corruption law. The third one is establishing a sound system of supporting anti-corruption mechanisms by improving the incentive system, improving the anti-corruption agency coordination mechanism, strengthening accountability mechanisms of system implementation. The fourth one is improving the supervision system of institutional anti-corruption by improving legal system, strengthening supervision system in advance and restrict supervision and shifting supervision mode to open.
